When an image is black and white, many of the editing tools will not work, as most of the edit tools require image files with true color depth.
Please try the following steps:
1) Open the file in the view mode, click Tools | Modify | Change Color Depth
2) Select True color
3) Save the document
Now you can use the edit tools, e.g. text tool, to edit the image.
